中國慣以不實的承諾欺騙邦交國建交，之後卻未誠實履行，比如在哥斯大黎加並未履行所承諾10億美元煉油廠及4億美元的公路工程；聖多美普林西比2016年12月建交迄今，所承諾1億4千萬美元贈款毫無下文，機場擴建及深水港工程迄今也無動工的具體時間表。
