衛福部長陳時中表示，用ppm而不用ppb的原因在於，世上多數國家都使用ppm。國際上大部分的國家都使用ppm為訂定單位；在台灣，高達95%以上的檢測都是以ppm為標準，在每一次的檢測中，都會儘量去檢驗多種較常被使用的瘦肉精。
