常任文官與政治任命的主管之間本來就是互補的。基層的人們看待長官，最在乎的事情是：主管上司可以用合理的方式對待下屬、用有效率的方法來分配工作以及進行工作。而這些事情基本上跟一個人在公部門的資歷深不深、或者是任何過去經歷，都沒有直接的關聯。
