郁翔 首先不當黨產在定義上就很難作一明確的規定，而且是那一群人或機關、組織有資格可以認定？同時在用語上亦讓外界具有強烈針對性的問題與疑慮。法律規範宜作一般性的規定，而不應針對某一政黨作特定的處理。否則會讓人感覺是假借轉型正義而行政治清算之實。目前民進黨所提「不當黨產處理條例」草案，顯然僅針對國民黨產作此規範，同時推定國民黨除黨費、競選經費之捐贈、競選費用補助金及其孳息外，均為不當黨產，似乎早已未
