日本政府為了確保執行觀光政策財源，從2019年1月7日起將開徵國際觀光旅客稅，不分國籍只要是2歲以上從日本離境的旅客，都必須繳交1000日圓的出國稅，預估每年可以多出410億日圓（約115億台幣）。以2017年日本觀光廳的預算來看，約為2倍的收入，「出國稅」的收入將用於觀光宣傳，以及更新加速出入境技術設備。
