龔明鑫表示，若獲得立法院同意，政府將編列2100 億元的特別預算，延續去年基礎，中低收入戶每月加發1500元生活補助金，3個月共4500元；急難救助金每人1 至3萬元；自營工作者3個月共發給3萬元補助金；農漁民生活補貼每人1萬元、甲級漁民3萬元；導遊、領隊、國旅領團、計程車和遊覽車司機也納入3個月共3萬元補助金之列。
