針對「將移動污染轉移給火力發電廠增量毒死我們高雄人」、「直接10年以上的燃油汽機車」等個人對政策的解讀,行政院回應:

1. 移污抵換有限制,只有設在總量管制區內的工廠可以得到更多 CO2 排放量,而且獲得的排放量僅購買的汽機車排放量之 1/3。
2. 老車不等於髒車,只要符合排放標準就能暢行無阻。
