台北市市民眾如有急難救助需求，目前主要以市話及行動電話撥打119，其中市話部分系統可定位報案者住址，行動電話則因國內法規限制，避免電信業者洩漏個人隱私，各家電信業者無法提供詳細行動電話發話座標，僅可以基地臺地址進行報案定位，倘報案民眾對於案發地點敘述不明確，即影響救災車輛到達現場之時效。
